The Government of India has authorized only two entities for receiving and processing PAN applications and related services:

  1. UTI Infrastructure Technology And Services Limited (UTIITSL)
  2. Protean eGov Technologies Limited (Protean)

No other entity is authorized to handle PAN-related activities on behalf of the Income Tax Department.

Applying for a PAN Card via UTIITSL

In this guide, we will focus on applying for a new PAN card through UTIITSL. This method allows you to perform all PAN-related services conveniently.

Step 1: Access the PAN Application Portal

PAN Card Application Process

For Adults:

  • Complete the PAN application online.
  • Upload the required Proof of Documents.
  • Pay the application fee online.
  • Receive your ePAN immediately and the printed PAN card within 15 days.

For Minors:

  • Complete the PAN application online.
  • Pay the application fee online.
  • Proof of Documents must be manually sent via registered post or courier to the nearest UTIITSL office.

Filling the Online Application for Minors


  1. Select "Physical Mode" as the application type.
    • eKYC or Digital e-Signature are NOT applicable for minor PAN card applications.
  2. Once submitted, ensure you receive an Application Summary Page with PRINT and DOWNLOAD options.
  3. The system may not accept Aadhaar card as a valid Proof of Document.
    • If you encounter this issue, select an alternative proof.
  4. The PRINT or DOWNLOAD option will only appear once an alternative document is selected.

  5. Print the completed application, sign in three places, attach copies of the selected Proof of Documents, and send it to the nearest UTIITSL office.

Key Points for Minor PAN Applications

  • Both online submission and physical submission of documents are required.
  • Send a printed and signed version of the application with copies of ID, Address, and Date of Birth proofs to the nearest UTIITSL office.
